(glic): Add metrics for different FRE exit flows This CL introduces more granular UserAction logging to help understand how users are closing the Glic FRE. The following new metrics have been added: - Glic.Fre.CloseByClickOutside - Glic.Fre.CloseByClosingHostTab - Glic.Fre.CloseByMovingHostTab - Glic.Fre.CloseWithEsc - Glic.Fre.CloseWithToggle - Glic.Fre.CloseWithX - Glic.Fre.ReadyPanelClosed These metrics will provide valuable insights into user behavior and help identify any usability issues with the FRE dialog. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
