[Signin][Android] Create a new seedAccountsInfo method The new method is threaded through to the Java layer. In a later CL, the new method will be called from the SigninManager Low-Coverage-Reason: TESTS_IN_SEPARATE_CL new logic will be moved in subsequent CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
