Reland "CloseAll: Hide combine desks when no app windows"

This is a reland of commit 9b625831d3afa539d167410f08056f8e02f1efbd
It fixes the HideCombineDesksOptionsWhenNoWindowsOnDesk test by having
the mouse hover over the desk preview (making the DeskActionView
visible) before checking the combine desks button's visibility.

Original change's description:
> CloseAll: Hide combine desks when no app windows
>
> This CL updates the DeskActionView and the DeskActionContextMenu to hide
> the combine desks option in both components when there are no app
> windows open on the respective desk.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
