Consolidate code handling/testing peripheral clicks
* Move OnPeripheralClickListener to components/browser_ui/util/motion
* Add MotionEventTestUtils for creating MotionEvent and MotionEventInfo
in tests.
After this change, components/browser_ui/util/motion will have:
* OnPeripheralClickListener:
an OnTouchListener that intercepts peripheral clicks;
* MotionEventInfo:
a plain old data class that contains motion event info;
* MotionEventTestUtils:
utils to create MotionEvent and MotionEventInfo for tests.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
