Revert "[iOS][macOS] Prevent histogram files from getting backed up"

This reverts commit e77f168f5c1cf62a32943cc6fc9d0b9ae682b310.

Reason for revert: This caused a 1.4s startup time regression on
macOS. We need to find a better point in time to schedule this
work, or send it to a background thread. But since a fix needs to
be merged to Beta, the best fix is to revert.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
