Finish removing client side vertex array code GLES2Interface no longer allows using client side vertex arrays. Finish ripping out code in VertexArrayObjectManager to track them. This is mostly removing code tracking if buffer zero was unused in any enable vertex attributes. This code wasn't used outside tests so it should be a no-op. The only functional change is no longer allowing setting SetAttribPointer() with 0 bound to GL_ARRAY_BUFFER when default VBO is bound. That was only allowed for client side vertex arrays so shouldn't be needed anymore. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
