Revert "Move //{chromeos/components => ash/content}/help_app_ui" This reverts commit 01d7e9fe13e9a25876da895da1966bb38ebb0c5e by hand because an invalid owner is added by reverting CL. To check out the source code locally, don't use git clone

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
