[gardener] Disable CanInspectAllowedHttpHost test. The "DevToolsExtensionHostsPolicyTest.CanInspectAllowedHttpHost" test is currently flaky across multiple Mac & Linux builders. As such, this CL disables this test for these specific platforms. The long-term goal should be to re-enable this test after we've addressed the underlying source of flakiness. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
