[A11y] Alert events must only be fired on alert roles In patchset 1, we move the failing check from Linux-specific code to all of the places it needs to be checked in cross-platform code. Previously, the alert only failed in some situations on Linux. This is stricter and catches the error more often. The last patchset contains all of the necessary fixes. This CL is necessary to green the a11y CI bot. As part of this change, I'm simplifying the call sites that had a hack for MacOS to use alerts where every other OS uses AnnounceText(). I tracked down when we started doing that and spoke with the engineer, and tested the case in question. It seems that AnnounceText() is working fine on Mac as long as VoiceOver is running. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
