[DBSC] Replace cookie with map of cookies in bound_session_controller.h

The user must be protected in both 1P and 3P context, therefore DBSC
needs to support multiple cookies (1P + 3P).This is step 1 of adding
support for multiple DBSC cookies. In this CL, only the first cookie
is taken into consideration, support for other cookies will be added
on follow-up CLs.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
