media: Respect visible_rect when encode VideoFrames backed by mac IO surfaces This CL makes VTVideoEncodeAccelerator respect the visible rectangle while encoding frames backed by IO surfaces. Such frames often come from the camera when cropping is requested by media capture API. Ignoring the visible rectangle in such cases leads to distorted encoding results. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
