[exo] Check format support before creating Buffers

We are in process of hardening format checks at GPU IPC boundary
especially for single channel formats which should normally not be
requested by clients. exo::Buffer had an UMA for SharedImageFormats [1]
requested, along with a list of supported formats [2] which got
removed when converting BufferFormat to SharedImageFormat.

This change adds back a check with supported formats based on UMA and
prior list. Note that this change supports P010/RGBAF16/RGBA102/BGRA102
which are not reported by UMA but were in prior list because they
seem common enough that may need support later. It does not add R8
which was in the list but not found in UMA as it should not be
supported.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
