Fork DesktopResizerX11 into DesktopResizerX11 and X11DesktopResizer. Renames DesktopResizerX11 to X11DesktopResizer and then re-adds DesktopResizerX11 as a small wrapper which calls X11DesktopResizer. This is part of a series of CLs to ultimately split the main logic of DesktopResizerX11 into a different file which uses gfx:: instead of webrtc structs. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
