Use HistoryGoBackAndWaitForNavigationFinished on flaky test

According to the failed testing log, it seems the sticky feature is
registered a bit later than the passed one. If it's added after the
page enters BFCache, the eviction will only happen during the back
navigation.

This CL attempts to fix it by using
`HistoryGoBackAndWaitForNavigationFinished` to handle the case when
BFCache is evicted during back navigation.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
