[SDA] Fix naming conflict resolution Resolving name conflicts by selecting last in flat tree order was already implemented behind a flag. The same flag was used for making names global by default. This patch decouples conflict resolution from global scope. Though resolutions on the same issue (#12581) handling the full set of resolutions requires updating more tests, which in turns entails more risk, and potentially slowing the upstream merge. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
