Rename TFLite Support library to use underscores In order to roll TFLite Support to the newest version, one of the protos in the support library needs to reference the tflite library's protos. Unfortunately, chromium does not support hyphens in proto file paths, so the entire library needs to move to tflite_support in order to build against tflite. No behavioral or code changes in this CL besides the build system stuff. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
