[iOS] Include server-based AI infrastructure in default binary Previously, all our AI infrastructure was gated behind the internal optimization guide build flag, since the library was increasing our binary size by ~30mb. However, the server-based inference code does not impact binary size, and could therefore be included in the binary without introducing this regression. This CL moves the server-based infrastructure behind a system flag (experimental setting), which will allow for most of the AI prototyping menu to be shared internally without affecting the binary. This also unblocks AI feature development using server inference, as that part of the infrastructure is no longer guarded by a build flag. Also adds adamta@ as iOS optimization guide owner to reduce review friction moving forward. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
