Combine UserMediaClient and UserMediaController The Controller just forwards all calls onto the Client anyway, and the split was just leftover from onion-souping. Combining the two simplifies lifecycles a lot as we only have one object we need to worry about, which is created lazily. Having one but not the other was causing issues eg on the attached bug. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
