[FilesTrash] Enable TrashService launch override to enable unit tests The RestoreIOTask has extensive unit tests and when migrating the logic to use the utility service, the process won't launch as starting up multiple processes in unit tests is not supported. Instead follow the pattern in //components/services/unzip/content/unzip_service.{cc,h} to override the launcher to enable an in process service to be setup. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
