Update DeviceOutputListener interface Currently, DeviceOutputListener::StopListening() must be called once for each call to StartListening(). This means that a listener might be stopped and restarted in cases where it didn't need to be (e.g. when switching between listening to the "default device ID", and the "current default output device"). This CL updates DeviceOutputListener to support replacing a listener's current device. This allows us to elide certain calls under the hood, which should minimize gaps in the received reference output. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
