Update AVD configs for API 30 (Google APIs) They are created in build http://ci.chromium.org/b/8705255753993406753, after https://crrev.com/c/6896809 which rolls latest emulator binary. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
