WebRtcTaskQueue: relax task destruction. crrev/c/3904342 implements the new task queue semantic enforced by to-be-landed https://webrtc-review.googlesource.com/c/src/+/275773. We've since realized that delayed tasks need not have the task queue set up and that when they do have it set complicate task queue implementation. Fix this by guaranteeing that the current task queue is set only during regular PostTask tasks. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
