Extensions: Migrate some tests to manifest V3 This change migrates the test extensions used by some tests to manifest V3. These tests do not rely on any behavior differences between MV2 and MV3, so we can migrate them wholesale to MV3. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
