scanning: Convert scan_to_select to TS

- Rename file from JS to TS and update BUILD.gn.
- Remove closure type comments.
- Update property and function names to match TS style guide.
- Replace mixinBehavior with I18nMixin.
- Use strictQuery to select elements.
