gpu: Ensure skottie is only deserialized for privileged channels. We shouldn't be parsing json data from untrusted sources in the GPU process. For this reason we allow skottie objects to be used only by the GpuChannel associated with the browser process. Fix an error in enforcing this. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
