Refactor GuestOS protocol handler interface. First step towards implementing go/borealis-installer-entry-point#heading=h.gjmxdv9g632b. * Abstracts "app registrations" from "URL handlers". In this model, a "URL handler" is just a name and a callback, so can be constructed without necessarily needing a Registration. This will be needed in the next step. * Most logic moves into GuestOsRegistryService as a side-effect. Since it houses the app list, it also becomes responsible for checking which apps support which protocols, and creating the handler callback. This change is not strictly necessary, but it feels more natural, and gives us a place to register non-app URL handlers in the next CL. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
