net: remove debugging code associated with bad system call return values After over 2 years, https://crbug.com/40064248 finally has a resolution. Debugging code that was added in support of the effort to understand the bug is no longer necessary, and is removed. This includes several `base::debug::Alias`ed buffers that had troubleshooting information `snprintf`ed into them, and a now-redundant `CHECK`. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
