Fix and add Unified Side Panel browser tests. This adds test for 3P DSEs on the unified side panel. Uses test search providers that support and do not support side image search. Also reenables browser tests that were disabled as the bug has been fixed. This change also removes old tests for SearchByRegionBrowserTest as that path is no longer the production path. They are replaced by equivalent side panel tests. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
