gpu: Restrict PowerVR entry to disable gpu raster

Some PowerVR GL drivers checks for the in-process GPU thread name
(specifically "Chrome_InProc") and returns a different GL_RENDERER
string.

Eg for one device, in chrome with out of process GPU, the string is:
PowerVR Rogue GE8320
But in webview or chrome with in-process GPU, the string is:
PowerVR SGX Doma

This is probably to disable GPU raster for webview for the rule with
regex "PowerVR SGX.*".

However if chrome can use GPU raster, then webview should too. Without
escalating the arms race too much, just update the regex to check for
digits following "SGX" which should match "real" GL_RENDERER strings.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
