Revert "When waiting on Main thread, keep the reporter until main frame reporter is terminated"

This reverts commit b7a60de9b5cde7d601918a57fc1a192f630762a6.

Reason for revert: Broke the MSAN builders

Original change's description:
> When waiting on Main thread, keep the reporter until main frame reporter is terminated
>
> There are cases that a FrameReporter with no compositor damage is blocked on another reporter (long main thread work).
>
> In such cases the reporter should be kept around until the reporter on main thread is terminated and based on that reporter having damage or not, be reported as having partial_update or no_update.
>
> Also added an UMA metric to track the number of reporters we discard in order to prevent renderer-hang ("Graphics.Smoothness.Diagnostics.DiscardedDependentCount")

Logo Chromium

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

Documentation in the source is rooted in docs/README.md.

Learn how to Get Around the Chromium Source Code Directory Structure .

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
