Enable gdb index for arm 32-bit android builds This used to make us run into 4 GiB binary size limits, but it looks like this is better after https://chromium-review.googlesource.com/c/chromium/src/+/5473686 I haven't actually tested debugging a 32-bit android binary with this. Per the first linked bug below, it should make gdb startup with full symbols significantly faster (and matches what we do on non-android platforms). If it causes problems, this is fine to revert though (with a note on why). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
