use vpython3 for scripts in /tools/traffic_annotation This is made by `git cl split` from https://crrev.com/c/3759062. This assumes that these scripts are already migrated to Python3. If not, do one of the following to remove dependency to .vpython file. * fix python3 compatibility by yourselfs before or after the CL submission * file a blocking issue of crbug.com/1347705 with how to run the script so that people who are interested in Python3 fix can take the issue. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
