Migrate BSMA metrics to IPP telemetry abstraction layer Some additional histogram metrics were added during an IP Protection-wide migration to a telemetry abstraction layer, and were thus not included in the migration due to the timing. This change migrates those metrics over to using that abstraction layer. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
