Reland chrome: Fix TabOnBackGestureHandler lifetime This partially reverts commit 05fd7173343da8cc3e79e927c6dfc1f658c8fd16. The original change was reverted due to issue 374463386. This was likely a side-effect of the bug fixed in https://crrev.com/c/5955233. The handler wasn't cleared after dispatching onBackCancelled which meant this fix was dispatching onBackCancelled on a handler with no active gesture. crrev.com/c/5973335 was the first partial reland for the ToolbarManager side fix. Since there's no increased crashes with that reland, this change relands the NavigationHandler side fix. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
