[iOS] Refactor GetOldestPendingMainFrameQuery in SafeBrowsing TabHelper

This CL adds a distinction between sync and async queries when iterating
through a redirect chain. New functions were added to find queries for
the new redirect chains related to async checks, and a new helper
function was added to make code modular for all 3 redirect chains. A
nit was also added to clear the to_be_committed_redirect_chain_ since
there could be edge cases where we get a new navigation before the
previous one commits.

so we can't test this functionality yet. Will add tests in follow up
CLs.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

The project's web site is https://www.chromium.org.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
