lp: add flag to enable language packs for all lang This CL adds a new flag for the legacy handwriting migration code path. The flag is used to signal when we want all supported languages to use the new handwriting reco code path. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
