[DIPS] Add UKM metrics to Deletion event This CL adds new metrics on an existing event while discarding the previous dummy metric. This changes are meant to improve our analyses with better visibility on what actions are actually taken on incidental parties (DIPS-eligible sites for deletion). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
