Animate password change toast

This CL adds TabDialogManager::Params::animated. When enabled, the
tab-scoped widget will animate to new bounds when
UpdateModalDialogBounds() is called. This option is not compatible with
Widget::InitParams::autoresize. Added a CHECK to prevent using
`animated` and `autosize` at the same time.

Also migrates the password change toast to use animated bounds.
