gpu: win: Move DComp texture fence sanity check to EndOverlayAccess This DCHECK-only validation was incorrect if there was multiple concurrent read accesses while there was an outstanding overlay access. This change makes it so we only ensure that the DComp texture is off of the DComp tree when we end its overlay access. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
