[Files app] Remove redux dependency on foreground In CL:4806862 we want to start migrating actions_producers/* to ducks/* but this created a dependency chain from the redux module to the UI module (foreground/js/) which is not desirable since the UI should depend on the state, but not the other way around. Additionally, this caused the SWA build to break because it started depending on the Image Loader extension (chrome-extension://pmfjbimdmchhbnneeidfognadeopoehp). This CL fixes both issues by moving non-UI-specific shared code from foreground/js/ into common/js/ so it can be imported by ducks without depending on the UI module. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
