Posix: Unify minimum kernel version checks Introduce SysInfo::KernelVersionNumber to hold kernel version numbers for POSIX platforms. Also provide a static method SysInfo::KernelVersionNumber::Current() to query the kernel version using uname. This deduplicates code across the codebase and makes minimum kernel version checks more readable. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
