NavigationPredictor: Remove anchors in detached subframes

We currently report anchors inserted into local subframes using
the main frame's AnchorElementMetricsSender (after
crrev.com/c/5252328). We don't however report when the anchors are
removed when the iframe is removed or navigates
(HTMLAnchorElement::RemovedFrom isn't called in that case). This CL
adds logic to listen to subframe document detaches (that are not
caused by the main frame detaching/navigating), and reports the
anchors in the document as removed to the browser.

Chromium is an open-source browser project that aims to build a safer, faster, and more stable way for all users to experience the web.

To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
