Refactor TestFilesInstaller calls inside startHttp2TestServer Similarly to QuicTestServer and NativeTestServer, let Http2TestServer handle calls to TestFilesInstaller.installIfNeeded. Right now Http2TestServer expects that to be called prior to Http2TestServer.startHttp2TestServer calls. Leading to some tests calling it and some others not, which is error prone. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
