Finch enabled query requests should happen before imports. In the future, we want to enable query requests for the check membership requests. In the case where both finch flags for monthly check in and check membership are enabled. We want to prioritize the enabled check membership request. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
