Remove launched AccessibilityPageZoomEnhancements flag

This CL removes the AccessibilityPageZoomEnhancements flag that has
been launched and is enabled by default. We remove all the checks that
now return only true. We also remove a model key that was used to
set the reset button visibility. We now want the reset button to
always be visible, so we can remove that boolean key and move the logic
of the view binder into the controller.
