Add a FYI tester on Android 15 for Android desktop "chrome_public_test_apk" is moved to this new FYI tester. It will be easier to have FYI builders to debug and green problematic suite without affecting the non-FYI builder. Please ignore the change to Android 14, as it will be removed soon, in favor of Android 15. To check out the source code locally, don't use git clone! Instead, follow the instructions on how to get the code.

For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
