[sync] Batch upload: Fix to clear local reading list upon duplicate Right now, the migration logic for reading list does not remove from local model if the entries already exist on the account store. This CL fixes that by explicitely clearing the local store after the original migration logic. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
