[chrome] Default the user-defined empty ctor and dtor where possible I need an owner's approval please for changes under: chrome/browser/ntp_tiles This is a mechanical change. There are a few instances of empty user-defined constructors and destructors left in the /chrome code which can be defaulted. This CL was uploaded by git cl split. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
