Modify device status browser tests to use the non mojom App struct. This CL is used to prepare for CL:3547984 to enable the AppServiceOnAppUpdateWithoutMojom flag. Modify DeviceStatusCollectorTest and LegacyDeviceStatusCollectorTest to use the non mojom Apps, to support the AppServiceOnAppUpdateWithoutMojom flag flip. Device status browser tests assumes no default apps added. With mojom AppService, it's ok since those default apps are added via mojom async. However, with non mojom AppService, those default apps are added sync, which could affect the test results. So add scoped omit test classes to skip those default apps. This CL is pure refactor, and no function change. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
