shortcuts: Prevent failed duplicate request Problem: Pressing an invalid shortcut multiple times, user will see error message "flicker". Fix: Add a check that prevent's repeated mojo requests for the same accelerator twice in a row. Special cases are kConflictCanOverride and kNonSearchAcceleratorWarning, because they can bypass the error when pressing the same failed shortcut twice. For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
